The four heavenly kings rise, bare their shoulders, kneel, join their palms, bow to the Buddha, and then speak. They are protectors of the world who observe and guard Jambudvīpa, yet first they praise the sūtra and request the Dharma in the posture of listeners. By hearing the ambrosial flavor of the Dharma, they and their retinues gain greater strength, majestic radiance, diligence, and supernormal power. Their work of protecting the world begins with their own willingness to hear the Dharma.
What this sūtra illuminates is not limited to the palaces of the gods. The sufferings of beings in the hells and among hungry ghosts and animals, their fears, and the harms of enemies, famine, epidemics, and every sort of calamity all appear one by one in the four kings’ declaration. By naming each suffering in turn, the chapter also asks readers not to pass over those who suffer under a single general label.
Nor do the four kings merely say that they possess power. They say that they cultivate right Dharma, teach right Dharma, and transform the world through the Dharma. They also cause the listed classes of beings and the human kings to transform the world through right Dharma, and they drive harmful spirits far away. Together with the yakṣa generals of the twenty-eight divisions and measureless yakṣas, they observe and protect this continent with pure divine eyes. To protect the world here unfolds through cultivating the Dharma, teaching it, checking evil, and guarding beings.
Yet when a realm is being pressed by enemies, famine, epidemics, and hundreds of thousands of calamities, the first thing the four kings set in motion is not an invisible contest of force. They awaken and invite a Dharma teacher who receives, upholds, and recites the sūtra, so that the teacher will travel to the afflicted realm and extensively proclaim and circulate the scripture.
The chapter thus gives the opening question a direct answer: when a Dharma teacher who upholds the sūtra reaches the realm, one should know that the sūtra has reached the realm as well.
But 『來到』—“arrival”—does not end when the Dharma teacher crosses the border. The king must still go in person to listen; after listening, he rejoices, reverently makes offerings, and protects the teacher with an earnest mind so that the teacher is free of distress and can expound the sūtra for the benefit of all. If those who uphold it are bhikṣus, bhikṣuṇīs, upāsakas, or upāsikās, the king is also to supply what they need so that they lack nothing.
On one side, the human king protects those who uphold the sūtra so that the Dharma can be taught. On the other, the four heavenly kings unite to protect the human king and his people so that they may leave calamities behind. The sūtra, the Dharma teacher, the fourfold community, the king, and the people are not separate entries on a list: they become connected through hearing, offering, teaching, and protection.
A sūtra truly enters a realm, then, not merely when a scroll is placed there. Someone receives, upholds, and recites it; someone goes to listen; someone supplies what is needed; someone teaches without distress; and someone thereby rejoices and accepts it. The sūtra arrives through these concrete actions, and through them it remains.

Base text: Yijing’s Tang translation of The Sūtra of Golden Light, the Supreme King, fascicle five, Chapter 11, “The Four Heavenly Kings Observe Gods and Humans.” This vernacular rendering follows the source passage by passage. The entire chapter is prose, and it preserves in full the classes of gods and humans named by the four kings, the benefits ascribed to the sūtra’s power, the calamities that befall a realm, the sequence by which the sūtra is propagated, and the acts of protection and support.
The Four Heavenly Kings Rise from Their Seats and Request the Dharma
At that time, the heavenly kings Vaiśravaṇa, Dhṛtarāṣṭra, Virūḍhaka, and Virūpākṣa all rose from their seats together. They bared their right shoulders, placed their right knees on the ground, joined their palms toward the Buddha, bowed at his feet, and addressed him:
“World-Honored One, this Sūtra of Golden Light, the Supreme King is a scripture that all buddhas constantly recollect and observe, that all bodhisattvas revere, and that all gods and dragons constantly honor with offerings. The assemblies of gods always rejoice in it, all protectors of the world extol and praise it, and śrāvakas and pratyekabuddhas alike receive and uphold it.”
The Well-Being That the King of Sūtras Can Bring
“This sūtra can brightly illuminate the palaces of the gods and give surpassing peace and happiness to all beings. It can bring to rest the sufferings in the hells and among hungry ghosts and animals, and it can extinguish every fear. All enemies will quickly withdraw. In evil times of famine it can cause grain to ripen abundantly; amid epidemics and the sufferings of other illnesses it can bring recovery; and every calamitous change and hundreds of thousands of afflictions can all be eliminated.
“World-Honored One, this Sūtra of Golden Light, the Supreme King can in these ways bring us security, benefit, happiness, and enrichment. We only ask the World-Honored One to expound it extensively before the great assembly. When we four kings and all our retinues hear this unsurpassed Dharma flavor, like ambrosia, our strength becomes full, our majestic radiance increases, our diligence grows courageous, and our supernormal powers become doubly excellent.”
Transforming the World through Right Dharma and Observing and Protecting This Continent
“World-Honored One, we four kings cultivate right Dharma, constantly teach right Dharma, and transform the world through the Dharma. We also cause the gods, dragons, yakṣas, gandharvas, asuras, Garuḍas, kumbhāṇḍas, kiṃnaras, mahoragas, and the human kings constantly to transform the world through right Dharma and to check and remove every evil. We cause all spirits who consume people’s vital essence and have no compassion to depart far away.
“World-Honored One, we four kings, together with the yakṣa generals of the twenty-eight divisions and measureless hundreds of thousands of yakṣas, possess pure divine eyes surpassing those of humans. With these eyes we observe and protect this continent of Jambudvīpa. World-Honored One, it is for this reason that we heavenly kings are called protectors of the world.”
When a Realm Is in Peril, the Four Kings Invite a Dharma Teacher to Propagate the Sūtra
“Moreover, if on this continent a king is constantly harried by hostile invaders, while his realm also suffers famine, spreading epidemics, and measureless hundreds of thousands of calamities and hardships, then, World-Honored One, we four kings will reverently honor this Sūtra of Golden Light, the Supreme King. If a bhikṣu Dharma teacher receives, upholds, and recites this sūtra, we four kings will go together to awaken him to the need and invite him to act.
“Then, through the awakening power of our supernormal abilities, that Dharma teacher will travel to the borders of the realm and extensively proclaim and circulate the wondrous Sūtra of Golden Light. Through the sūtra’s power, the measureless hundreds of thousands of occasions of decline, distress, calamity, and hardship there will all be removed.”
When the Dharma Teacher Reaches the Realm, the Sūtra Has Reached It
“World-Honored One, if a bhikṣu Dharma teacher who upholds this sūtra arrives within a king’s realm, one should know that this sūtra has also reached that realm. World-Honored One, the king should then go in person to the Dharma teacher and listen to what he teaches. After hearing him, the king should rejoice, revere and support the Dharma teacher with offerings, protect him with a deeply earnest mind so that he is free from sorrow and distress, and enable him to teach this sūtra for the benefit of all beings.
“World-Honored One, because of this sūtra, we four kings will unite in a single purpose to protect that human king and the people of his realm, causing them to leave calamities behind and remain secure.”
Supplying the Fourfold Community That Upholds the Sūtra and Bringing Security to the Realm
“World-Honored One, if bhikṣus, bhikṣuṇīs, upāsakas, or upāsikās uphold this sūtra, the king should provide and offer them whatever they need so that they lack nothing. We four kings will then cause the ruler and the people of that realm to be secure and to remain far from calamity and disaster.
“World-Honored One, if someone receives, upholds, and recites this scripture, and the king supports that sūtra-holder with offerings, reverence, honor, and praise, we will cause this king to be the foremost among all kings in the reverence and honor he receives. We will also cause all the other kings to extol and praise him together.”
The Assembly Rejoices and Upholds the Teaching
After hearing the four heavenly kings, the great assembly rejoiced and received and upheld what they had said.
At the close of the preceding chapter, the gods had already vowed to protect the sūtra, those who teach it, those who listen, and the lands where it is taught. This chapter immediately continues with the four heavenly kings—Vaiśravaṇa, Dhṛtarāṣṭra, Virūḍhaka, and Virūpākṣa—rising from their seats and addressing the Buddha. They do not begin by speaking of territories or might. First they praise the sūtra and request the Dharma; only then do they describe how they observe gods and humans, invite Dharma teachers, and protect human kings and the fourfold community that upholds the sūtra.
One question runs through the four kings’ declaration: when has a sūtra truly arrived in a realm? The clues supplied by the scripture are concrete. When a Dharma teacher who upholds the sūtra enters a realm, one should know that the sūtra has entered it as well. The king must then go in person to listen, free the teacher from distress, and enable the sūtra to be expounded for the benefit of all. The arrival described here is thus joined to acts of receiving, upholding, reciting, listening, offering, protecting, and teaching.
We will first read the chapter by following its own words and events. The doctrinal outlines and reflective readings later supplied by the old masters will be set beside one another only in the final section, without being allowed to cover the scripture in advance.
The Four Kings Rise: Words of World-Protection Begin with Bowing to the Buddha and Requesting the Dharma
Vaiśravaṇa, Dhṛtarāṣṭra, Virūḍhaka, and Virūpākṣa rise together, bare their right shoulders, place their right knees on the ground, join their palms toward the Buddha, and bow at his feet. Every gesture precedes the four kings’ speech. They speak as protectors of the world, yet first perform the rites of those who request the Dharma.
The four kings say that this sūtra is constantly recollected and observed by all buddhas, revered by all bodhisattvas, and honored with offerings by all gods and dragons. The gods rejoice in it; protectors of the world extol and praise it; and śrāvakas and pratyekabuddhas receive and uphold it together. The scripture lists buddhas, bodhisattvas, gods and dragons, the assemblies of gods, protectors of the world, and the two vehicles in sequence. It does not compress recollection, reverence, offering, joy, praise, and upholding into one vague act.
From Illuminating the Heavenly Palaces to Bringing Every Suffering to Rest
The four kings next name, one by one, the benefits the scripture can bring. It can brightly illuminate the palaces of the gods and give surpassing peace and happiness to all beings. It can bring to rest the sufferings of the hells, hungry ghosts, animals, and other destinies; extinguish every fear; and make enemies swiftly withdraw. In evil times of famine it can make grain ripen abundantly. It can bring recovery from epidemics and the pain of other illnesses, and eliminate every calamitous change and hundreds of thousands of afflictions.
This catalogue moves from the light of heavenly palaces to the suffering of evil destinies, and then from inward fear to enemies, famine, disease, and calamity. The four kings do not merely say that the sūtra brings happiness; they name each class of suffering that it brings to rest.
Precisely because the scripture can bring this security, benefit, happiness, and enrichment, the four kings ask the Buddha to expound it extensively before the assembly. They also say that after they and their retinues hear the unsurpassed flavor of the Dharma, like ambrosia, their strength becomes full, their majestic radiance increases, their diligence grows more courageous, and their supernormal powers become doubly excellent. Protectors of the world do not stand outside the Dharma and simply dispense protection. They, too, ask to hear it, and their strength, radiance, diligence, and supernormal powers all increase after hearing.
Protecting the World Begins by Cultivating and Teaching Right Dharma
The four kings then describe their own practice. They cultivate right Dharma, constantly teach right Dharma, and transform the world through right Dharma. They also cause gods, dragons, yakṣas, gandharvas, asuras, Garuḍas, kumbhāṇḍas, kiṃnaras, mahoragas, and human kings constantly to transform the world through right Dharma and to check evil. They cause the spirits that consume people’s vital essence and lack compassion to depart far away.
Here the scripture lists nine classes of nonhuman beings and the human kings in full. The transformation of the world described by the four kings does not concern human rulers alone; it also includes the classes named by the scripture whom the kings cause to transform the world through right Dharma. Checking evil, too, is more than a declaration: it takes the form of making harmful spirits depart.
The four kings further say that they, the yakṣa generals of the twenty-eight divisions, and measureless hundreds of thousands of yakṣas observe and protect Jambudvīpa with pure divine eyes surpassing those of humans. It is for this reason that they are called protectors of the world. 『觀察』—“observing”—and 『擁護』—“protecting”—stand together in a single sentence. Seeing the conditions on this continent and actually assuming responsibility for its protection are not separated into two unrelated acts.
When a Realm Is in Peril, First Awaken Those Who Can Propagate the Sūtra
The four kings next turn their gaze to a realm in distress. If a king is constantly harried by enemies and his land suffers famine, spreading epidemics, and measureless hundreds of thousands of calamities, the four kings reverently honor this sūtra. If there is a bhikṣu Dharma teacher who receives, upholds, and recites it, they go together to awaken and invite that teacher.
Through the awakening power of the four kings’ supernormal abilities, the teacher travels to the borders of that realm and extensively proclaims and circulates the wondrous scripture. The text immediately says that through the sūtra’s power the measureless hundreds of thousands of occasions of decline, distress, and calamity there can be removed. The four kings first revere the sūtra; when a teacher receives, upholds, and recites it, they go together to awaken and invite him to set out. The sūtra’s circulation thereby enters the very place afflicted by national calamity.
The chapter does not state that the four kings awaken the Dharma teacher through a dream, a visible appearance, or any other particular means. It only joins awakening, invitation, travel, proclamation, circulation, and the removal of calamity in that order. What can be affirmed here is the sequence by which the sūtra is propagated; no unspoken method may be supplied for the scripture.
When the Dharma Teacher Reaches the Realm, the Sūtra Reaches It Too
The four kings make a direct statement: when a bhikṣu Dharma teacher who upholds the sūtra arrives within a realm, one should know that the sūtra has also arrived in that realm. The movements of the scripture and its upholder are joined here. Once the teacher has entered, the text turns next to the king’s listening and the teacher’s exposition.
Yet the teacher’s arrival is not the end of the passage. The king is to go in person to the Dharma teacher and listen to what he says. Having heard, he rejoices, reverently makes offerings, and protects the teacher with a deeply earnest mind so that the teacher is free from sorrow and can expound the sūtra for the benefit of all. Arrival, approach, listening, joy, reverent support, protection, and exposition form the sequence by which the scripture truly circulates within a realm.
The four kings immediately vow that, because of this sūtra, they will unite in a single purpose to protect the king and his people, causing them to leave calamity behind and remain secure. The king protects the Dharma teacher so that the sūtra can benefit sentient beings; the four kings protect the king and the people. The scripture places these two directions of protection directly beside one another.
Supplying the Fourfold Community Gives Protection an Everyday Form
The chapter names not only a bhikṣu Dharma teacher but the complete fourfold community of bhikṣus, bhikṣuṇīs, upāsakas, and upāsikās. If anyone in this fourfold community upholds the sūtra, the king should provide and offer whatever is needed so that they lack nothing. The four kings, in turn, cause the ruler and the people of the realm to be secure and remain far from calamity.
Offering here does more than express reverence. The text explicitly says that the king is to provide what is required so that there is no lack, giving protection the form of supplying the everyday needs of those who uphold the sūtra. It does not give a separate inventory of goods in this chapter. Correspondingly, the four kings vow to protect not only the king but also the people of the realm, so that all may remain far from calamity.
Finally, the four kings say that if someone receives, upholds, and recites this sūtra, and the king supports that person with offerings, reverence, honor, and praise, they will make that king the most revered among kings and foremost of them all; he will also be praised by all the other kings. How the king treats the sūtra-holder and how he himself is treated among kings are placed in a single responsive relation.
The Sūtra’s Arrival Comes to Rest in the Assembly’s Joyful Upholding
When the four kings finish speaking, the assembly rejoices and receives and upholds their words. The chapter adds no verses after their vow and does not continue into the Buddha’s reply of praise. It comes to rest in the listeners’ joy and upholding.
Return, then, to the opening question: when has a sūtra truly arrived in a realm? The chapter offers no merely abstract definition. It lets us see the sūtra-holder travel, the king go to hear the Dharma, the king rejoice and protect the teacher after listening, the teacher expound without distress, the fourfold community receive supplies, the people receive protection, and finally the assembly uphold what it has heard. The sūtra’s reaching a realm unfolds along this entire sequence of concrete persons and acts.
Through the Eye of Consciousness-Only, Observing Gods and Humans Again
What follows is the mirror that the old masters turn toward the chapter, not a set of meanings spoken by the scripture itself. Huizhao divides the chapter into four parts: praise of the sūtra’s supremacy, the kings’ account of their own practice, the exhortation that people propagate the sūtra, and the assembly’s practice of what it heard. He also takes the four heavenly kings as the observers and gods and humans as what is observed, thereby explaining “observe” in the chapter title (T39n1788 0286c02、0286c19). Observer and observed, like the outline itself, remain in the mirror and are not written back into the kings’ own declaration.
On why only Jambudvīpa is observed, Huizhao preserves two answers: one proceeds from the Buddha’s present location while holding that the protection in fact extends elsewhere; the other proceeds from differences in suffering and discernment among the continents, heavens, and evil destinies. On why four kings who each dwell in one direction nevertheless protect this continent together, he likewise preserves two answers: one says that each guards one continent but all guard this one together when revering the Dharma and honoring its people; the other says that although their dwellings lie in separate directions, the dragons and spirits under their authority can protect all four continents, while the passage speaks particularly in relation to the excellent Dharma (0286c07–c14). Both questions and both pairs of answers are recorded without selecting one. He also distinguishes this chapter, in which the kings exhort practice and vow protection, from the next, in which the Buddha praises them and enlarges their vow. This remains Huizhao’s judgment.
Huizhao distills the Dharma teacher’s and the sūtra’s arrival in a realm as: a person can propagate the Way, and when the person arrives, the Dharma follows (0287b23). His classification into six sufferings, his calculation of the twenty-eight divisions, and his statement that the pure divine eye is retributively obtained rather than produced through cultivation are likewise explanatory additions by the commentator. They are not poured down into the direct speech of this chapter.
Zhiyi, following Dharmakṣema’s recension, places this passage in the first of six exchanges of question and answer. He divides it into praise of the sūtra and an account of the kings’ capacity for protection, then distinguishes protection by Dharma from protection through exhortation. Jizang organizes it through the sūtra’s efficacy and the kings’ vow to propagate it, distinguishing the person able to propagate, the Dharma propagated, and the Dharma’s propagation through a person. Zhili’s notes belong to the layer of profound meaning and illuminate in parallel the protection of the teacher, listener, king, and territory. Their base recensions and outlines differ, so they are recorded for mutual illumination without being fused into a single reading.
The preceding chapter already presented vows by the gods to protect the Dharma; here the four kings describe observation, propagation, and protection. Yijing’s recension closes the chapter when the assembly receives and upholds the teaching, and only the next chapter begins the Buddha’s praise. Dharmakṣema’s and the Combined Edition continue within a single chapter. Each recension’s division is preserved without using it to adjudicate the meaning of the division; the common sequence from the kings’ declaration to the Buddha’s reply nevertheless remains visible.

Placement of the chapter as a whole. This chapter records the four heavenly kings rising from their seats and bowing to the Buddha, praising the king of sūtras, describing how they themselves transform the world through right Dharma and observe and protect Jambudvīpa, and then exhorting human kings to hear the sūtra, make offerings, and protect the fourfold community that upholds it. Dharmakṣema’s recension and Baogui’s Combined Edition both place this passage and the Buddha’s ensuing praise within a single Four Heavenly Kings chapter; Yijing’s recension closes the kings’ declaration here and begins the Buddha’s praise in the next chapter. The three recensions’ division and combination, twelve points of sequential alignment, and eleven original-character differences between the Dharmakṣema and Combined recensions are set beside one another according to the wording transmitted in each. Huizhao, Zhiyi, and Jizang all provide line-by-line commentaries; Zhili’s Record on the Words and Phrases supplies a further line-by-line record, while his Record of Gleaned Notes belongs to the profound-meaning layer. Each master’s outline and each alternate reading within a commentary remain in their own place, recorded without adjudicating.
I. Doctrinal-Outline Placement
After the title in Yijing’s fascicle five, 「金光明最勝王經四天王觀察人天品第十一」—“The Sūtra of Golden Light, the Supreme King: The Four Heavenly Kings Observe Gods and Humans, Chapter Eleven” (T16n0665 0426c25), the chapter body begins with 「爾時,多聞天王、持國天王、增長天王、廣目天王」—“At that time, the heavenly kings Vaiśravaṇa, Dhṛtarāṣṭra, Virūḍhaka, and Virūpākṣa” (0426c27), and ends with 「大眾聞已,歡喜受持。」—“After hearing this, the great assembly rejoiced, received it, and upheld it” (0427b12). Line 0427b13 is the ending title of fascicle five; after the colophon to fascicle six, the title of The Four Heavenly Kings Protect the Realm, Chapter Twelve, has already begun at 0427b19.
Huizhao opens the chapter through three approaches: 「四天王觀察人天品,三門分別:一來意、二釋名、三解妨。」—“The Chapter on the Four Heavenly Kings Observing Gods and Humans is distinguished through three approaches: first, the reason for its arising; second, explanation of its name; third, resolution of difficulties” (T39n1788 0286b15). He further divides the text into four major parts: 「此品之文,大分為四:一四王讚經尊勝、二「世尊我等四王」下四王述自修行、三「又復於此」下四王勸人弘經、四「大眾聞已」下時會依教修學。」—“The text of this chapter is broadly divided into four: first, the four kings praise the sūtra’s supremacy; second, from ‘World-Honored One, we four kings,’ the four kings describe their own practice; third, from ‘moreover, on this continent,’ the four kings exhort people to propagate the sūtra; fourth, from ‘after hearing this, the great assembly,’ the assembly practices and studies according to the teaching” (0286c19).
| Huizhao’s Major Division | Scriptural Range | Subdivisions in the Commentary |
|---|---|---|
| The four kings praise the sūtra’s supremacy | 0426c27–0427a11 | The four kings’ reverence; praise of the Dharma as supreme; disclosure of the sūtra’s efficacious power; request that the Buddha always teach it |
| The four kings describe their own practice | 0427a12–a19 | The kings’ own right transformation; their ministers and attendants cultivate together; the Dharma kings remove evil; the illustrious kings obtain their name |
| The four kings exhort people to propagate the sūtra | 0427a20–b11 | Seeing calamities arise in the world; countering and removing them through propagation of the sūtra; causing human kings to protect their realms and show reverence |
| The assembly practices according to the teaching | 0427b12 | The great assembly rejoices, receives, and upholds |
Huizhao places this chapter at the beginning of the dissemination section: 「上來九品明經正宗,利益時會;自下二十一品並是流通,利益末葉。」—“The preceding nine chapters explained the sūtra’s principal teaching and benefited the present assembly; the following twenty-one chapters all constitute dissemination and benefit latter ages” (T39n1788 0286b16). Within five divisions of dissemination through study and practice, he also says, 「初學行中分五:初〈觀察品〉勸修行」—“The first, study and practice, is divided into five: first, the Observation chapter exhorts cultivation” (0286b20). Both “dissemination” and “exhortation to cultivate” are Huizhao’s outline; neither is transferred into headings supposedly established by the sūtra.
His explanation of the chapter’s arising does not stop at a twofold division into principal teaching and dissemination. Huizhao first says that the principal teaching contains fruit, practice, and object, and then divides the following twenty-one chapters into sixteen chapters of dissemination through study and practice, four through praise, and one through entrustment (0286b15–b20). The sixteen chapters on study and practice are further arranged in five groups: this Observation chapter exhorts practice; The Four Heavenly Kings Protect the Realm, The Stainless Dhāraṇī, and The Wish-Fulfilling Jewel explain protection; The Goddess of Great Eloquence, The Goddess of Great Auspiciousness, The Goddess of Great Auspiciousness Increases Wealth, The Earth Deity Firm and Steadfast, and The Yakṣa General Sengshen’erye increase merit and wisdom; The Right Treatise on Royal Dharma, King Good-Born, and Gods and Yakṣas Protect and Uphold directly explain upholding and study; and the four chapters beginning with Bestowal of Predictions bring the earlier exhortation to completion (0286b20–b24). All five groups belong to Huizhao’s placement of the sūtra’s dissemination section as a whole.
Huizhao also takes the three bodies and lifespan as the fruit that is delighted in, and repentance, removal of obstructions, and related practices as the cause that is delighted in. Excellent Dharma produces excellent persons, and excellent persons in turn can propagate right Dharma; hence praise of persons and Dharma follows, ending in entrustment and transmission (0286b25–b29). He concludes the explanation of the chapter’s arising with 「今此一品觀察人天,令除障惱,常得安樂,故勸應可弘於此經,故此品起」—“This chapter observes gods and humans, causing obstructions and distress to be removed and constant peace and happiness to be obtained; it therefore exhorts that this sūtra should be propagated, and for this reason the chapter arises” (0286b29). The sequence of fruit, cause, persons capable of study, and entrustment is established by the commentator.

At the beginning of this passage, all three recensions record the four kings rising and addressing the Buddha; at the end, all record reverence and offerings for those who uphold the sūtra and praise from other kings. Their transmitted sequences then differ in chapter division. Yijing closes the chapter with 「大眾聞已,歡喜受持。」—“After hearing this, the great assembly rejoiced, received it, and upheld it” (T16n0665 0427b12), gives a separate title for The Four Heavenly Kings Protect the Realm, Chapter Twelve, and only then begins 「爾時,世尊聞四天王恭敬供養《金光明經》」—“At that time, the World-Honored One heard the four heavenly kings reverently make offerings to the Sūtra of Golden Light” (0427b20). Dharmakṣema continues within the same chapter with 「爾時世尊讚歎護世四天王等」—“At that time, the World-Honored One praised the four heavenly kings, protectors of the world, and the others” (T16n0663 0341a27); the Combined Edition continues with 「爾時,世尊讚嘆護世四天王等」—“At that time, the World-Honored One praised the four heavenly kings, protectors of the world, and the others” (T16n0664 0382b17). This records only chapter boundaries, sequence, and correspondence; it draws no doctrinal judgment from division or combination.

The Three Line-by-Line Commentaries Viewed at the Boundary of the Buddha’s Praise
| Ancient Line-by-Line Commentary | Chapter Division Followed | Commentary Passage Corresponding to This Chapter | Treatment at the Beginning of the Buddha’s Praise |
|---|---|---|---|
| Huizhao’s Commentary on the Sūtra of Golden Light, the Supreme King | Yijing’s independent Chapter Eleven | 0286b15–0287c17; four divisions of praise of the sūtra, practice, exhortation to propagate, and the assembly | Closes this chapter with 「大眾聞已,歡喜受持。 —“After hearing this, the great assembly rejoiced, received it, and upheld it. The following is the fourth part, the assembly’s practice and study” (T39n1788 0287c17); a separate title for Chapter Twelve begins at 0287c21. |
| Zhiyi’s Words and Phrases on the Sūtra of Golden Light | Dharmakṣema’s single Four Heavenly Kings chapter | 0073c16–0074b09; explains the kings’ address to the Buddha within the first of six exchanges | Begins 「次佛述成」—“Next, the Buddha confirms and establishes” (T39n1785 0074b09), continuing the Buddha’s reply within the same chapter; this point corresponds to Yijing’s Chapter Twelve. |
| Jizang’s Commentary on the Sūtra of Golden Light | Dharmakṣema’s single Four Heavenly Kings chapter | 0166b03–0166c05; explains the kings’ vow within the major division on their vow to propagate | Begins 「就第二佛述中有二」—“Within the second part, the Buddha’s confirmation, there are two” (T39n1787 0166c05), continuing the Buddha’s reply within the same chapter; this point corresponds to Yijing’s Chapter Twelve. |
All three commentaries follow the same sequence from the kings’ declaration to the Buddha’s reply, but their base chapter divisions and doctrinal outlines differ. Zhili’s Record of Gleaned Notes belongs to the profound-meaning layer and is not listed among these three line-by-line commentaries; his T39n1786 Record on the Words and Phrases is line-by-line and is treated under Section IV. This table establishes only the actual point at which each commentary crosses into the Buddha’s praise; it draws no doctrinal judgment from the masters’ division or combination.
III. Scriptural Grounds for the Consciousness-Only Meaning (the Point of the Eye)
The chapter itself directly says that the four kings observe and protect Jambudvīpa, cultivate and teach right Dharma, invite Dharma teachers to circulate the sūtra, and exhort human kings to hear, receive, revere, and support it. Its security, benefit, happiness, and welfare are attributed to the sūtra’s power and the four kings’ vow of protection. Huizhao’s observer and observed, division of the dissemination section, explanation of why this continent is singled out, and judgment that person and Dharma accompany one another are mirror-readings grounded in these scriptural nodes; they are not written back into the sūtra as its own declarations.
Twelve Sections of Huizhao’s Principal Line-by-Line Commentary
| Section | Scriptural Passage Cited | Huizhao’s Outline and Explanation |
|---|---|---|
| 1 | The four kings rise and bow to the Buddha (0286c17) | Divides the whole chapter into four parts: praising the sūtra’s supremacy, describing their own practice, exhorting people to propagate the sūtra, and the assembly’s practice according to the teaching. The first part is further divided into reverence, praise of the Dharma, disclosure of the sūtra’s power, and a request that the Buddha always teach. The kings are assigned in the east-south-west-north order Dhṛtarāṣṭra, Virūḍhaka, Virūpākṣa, and Vaiśravaṇa; Yijing lists Vaiśravaṇa first, which Huizhao explains by his profound faith and excellent renown. The classes governed by each king are then assigned (0286c19–c28). |
| 2 | The four kings praise the sūtra as observed by the buddhas, revered by bodhisattvas, and so forth (0287a01) | Classifies this as praise of the Dharma as supreme. The buddhas’ guarding and recollecting means that this sūtra is taught for those whose roots and capacities for the Great Vehicle have matured; bodhisattvas and the following groups reveal the sages’ reverence for it (0287a04). |
| 3 | Illuminating palaces, giving happiness, and ending sufferings (0287a07) | First classifies the giving of happiness to gods and humans, then divides everything from bringing suffering to rest onward into six sufferings: the four evil destinies, five fears, warfare, famine, epidemic, and calamity (0287a11–a12). These six names are the commentator’s outline and do not replace Yijing’s individual scriptural phrases. |
| 4 | Security, benefit, happiness, and enrichment; the request for extensive teaching; four benefits of hearing (0287a15) | The cited first passage gives the sūtra’s excellent capacity as the ground for requesting its teaching: security is general, benefit and happiness mean giving happiness, and enrichment means ending suffering. Only the following passage is classified as the direct request that it always be proclaimed, divided into the request to teach and the benefits obtained by the four kings and their retinues (0287a15–a20). The commentary’s graph in “security” and the present text’s graph each remain unchanged. |
| 5 | Cultivating and teaching right Dharma, transforming the world, checking evil, and protecting the continent with divine eyes (0287a22) | Opens four sections: the kings’ own right transformation; their ministers and attendants cultivate together; the Dharma kings remove evil; the illustrious kings obtain their name. Propagating the Dharma to transform sentient beings and making name and practice non-empty explain “protectors of the world.” On the authority of the Peacock King Sūtra, Huizhao explains the number of twenty-eight divisions and judges that the pure divine eye is obtained as retribution rather than produced through cultivation (0287a29–0287b06). |
| 6 | Hostile invaders, famine, epidemic, and calamity (0287b07) | Divides the exhortation that people propagate the sūtra into three: seeing worldly calamities arise; countering them through propagation; and causing human kings to protect their realms, revere, and cultivate. This is the first (0287b09). |
| 7 | The four kings revere the sūtra, awaken the Dharma teacher, and cause the teacher to go to the realm, propagate the sūtra, and remove calamity (0287b12) | Divides countering calamity through propagation into four: indicating the Dharma able to remove it; exhorting a person to circulate the sūtra; directly propagating this sūtra; and removing calamity and bringing happiness through the sūtra’s power (0287b17). |
| 8 | When a Dharma teacher who upholds the sūtra reaches the realm, the sūtra reaches it too (0287b20) | Divides the instruction that a human king protect the realm and show reverence into the worthy person’s reaching the realm and causing the king to show reverence. A person can propagate the Way; when the person arrives, the Dharma follows. Conversely, without the person the Dharma disappears, and therefore the person who upholds it should be revered (0287b21–b23). |
| 9 | The king goes to hear, rejoices, makes offerings, protects the teacher, enables the teaching, and is protected by the four kings (0287b25) | Divides causing the king to show reverence into three: going to hear and thereby removing calamity; providing support and thereby obtaining happiness; and reverence that brings the attachment of others. The first is further divided into five acts: revering the Dharma and going to hear, rejoicing after hearing, making offerings and protecting, expounding the Dharma to benefit people, and the four kings’ removal of calamity (0287b29–0287c03). |
| 10 | The fourfold community that upholds the sūtra and the human king’s material support (0287c05) | Divides the exhortation to provide support and obtain happiness into three: the persons who practice the Dharma, the human king’s support, and the happiness of king and ministers (0287c08). |
| 11 | The human king reveres and praises sūtra-holders, and the four kings cause him to receive reverence (0287c11) | Divides the exhortation to show reverence, with others’ attachment following, into four: the persons revered; the king’s required reverence and praise; the four kings causing him to receive reverence; and the honoring king’s obtaining the respect and attachment of others (0287c13). “Others’ attachment” is the commentator’s outline; it does not add political subordination to the sūtra’s statement. |
| 12 | The great assembly rejoices, receives, and upholds (0287c17) | Classifies this as the fourth part, the assembly’s practice and study according to the teaching. The principal commentary stops here; a separate title for the next chapter begins at 0287c21. |
The Chapter Title, What Is Observed, and Three Questions with Three Answers
—“Observe means illumination by wisdom, while examine means discerning inspection. Gods and humans are what is observed, and the four heavenly kings are the observers; the title thus comprises person and Dharma together with a number. This chapter extensively explains that matter and is therefore called The Four Heavenly Kings Observe Gods and Humans” (T39n1788 0286c02). Observer and observed belong to the commentator’s explanation of the name; the sūtra itself says directly only that the four kings 「觀察擁護此贍部洲」—“observe and protect this continent of Jambudvīpa” (T16n0665 0427a19).
The three sets of difficulties resolved within the same commentary, including their paired lines of response, are all preserved:
- Asked why only Jambudvīpa is mentioned, the first answer is 「就佛所住且言觀此,實通於餘。」—“In relation to where the Buddha dwells, the text speaks provisionally of observing this continent; in fact, the protection extends to the others.” —“Furthermore, in the other three continents and the heavens of the desire and form realms, suffering is slight, so disenchantment and discernment are not acute; although the evil destinies are painful, there is no excellent discerning mind. For the mind first to arise, disenchantment must be deep and discernment acute; therefore the text speaks particularly of observing Jambudvīpa” (T39n1788 0286c08–c10). The first proceeds from the Buddha’s location and the second from differences in suffering and discernment among destinies; neither is selected over the other.
- Asked why the four kings, each possessing a separate territory, protect this one together, the first answer is 「據世俗境各護一洲,敬法尊人同護於此。」—“According to conventional territories, each protects one continent; in revering the Dharma and honoring its people, they protect this one together.” —“Although each dwelling territory lies in one direction, the dragons and spirits under their authority protect all four in common. In relation to protecting the excellent Dharma, the text speaks particularly of observing this continent” (0286c13–c14). Revering the Dharma and honoring persons and governing beings who protect all four are preserved as two distinct approaches.
- Asked how this chapter differs from the next, Huizhao answers, 「此品四王讚勸行經、發願護持;後品世尊讚美,令廣願護,故二品別。」—“In this chapter the four kings praise and exhort practice of the sūtra and make vows to protect and uphold it; in the following chapter the World-Honored One praises them and causes their vow of protection to become extensive. Therefore the two chapters differ” (0286c15). This judgment is preserved together with the three recensions’ different chapter divisions and remains attributed to Huizhao.
The Four Kings, the Sūtra’s Power, and Their Own Practice
Huizhao lists Dhṛtarāṣṭra, Virūḍhaka, Virūpākṣa, and Vaiśravaṇa in east-south-west-north order, then says that the present text lists Vaiśravaṇa first 「以其深信有勝名故」—“because his profound faith has excellent renown” (T39n1788 0286c26–c26). He also assigns their retinues: 「持國王領健達縛、畢舍遮;增長王領鳩畔荼、薜荔多;廣目王領一切諸龍及布呾那;多聞王領一切藥叉及羅剎娑。」—“King Dhṛtarāṣṭra leads the classes transmitted as gandharvas and 畢舍遮; King Virūḍhaka leads the classes transmitted as 鳩畔荼 and 薜荔多; King Virūpākṣa leads all dragons and the class transmitted as 布呾那; King Vaiśravaṇa leads all yakṣas and rākṣasas” (0286c27). The directions, reason for listing one king first, and assignments of retinues are commentary; they do not change the sūtra’s order Vaiśravaṇa, Dhṛtarāṣṭra, Virūḍhaka, Virūpākṣa. The less transparent Han sound-forms remain identified as transmitted forms rather than being silently restored to Sanskrit.
Huizhao divides the sufferings ended by the sūtra’s power into six: 「一止息四惡趣苦、二止息五怖畏苦、三止息刀兵苦、四止息飢饉苦、五止息疫病苦、六止息災變苦。」—“First, bringing to rest the suffering of the four evil destinies; second, the suffering of five fears; third, the suffering of warfare; fourth, famine; fifth, epidemic; sixth, calamity” (T39n1788 0287a12). Yijing’s present text individually lists hells, hungry ghosts, animals, fear, enemies, famine, epidemic, and calamitous change; the sixfold arrangement remains the commentary’s outline. For 「安隱利樂饒益」—“security, benefit, happiness, and enrichment,” Huizhao says, 「安穩是總,利樂是與樂,饒益是息苦。」—“Security is general, benefit and happiness mean giving happiness, and enrichment means bringing suffering to rest” (0287a17). The commentary’s cited text has the graph 穩, while the present text has 隱; neither replaces the other.
In their account of their own practice, Huizhao divides the four kings’ speech into their own right transformation, their ministers and attendants cultivating together, the Dharma kings removing evil, and the illustrious kings obtaining their name. He explains the name “protector of the world” with 「由弘正法以化眾生,名行不虛,故名護世」—“Because they propagate right Dharma to transform sentient beings, their name and practice are not empty; therefore they are called protectors of the world” (T39n1788 0287b03). On the authority of the Peacock King Sūtra, he calculates the twenty-eight divisions as 「四方各四,四維各一,上下各四,成二十八部」—“four in each of the four cardinal directions, one in each of the four intercardinal directions, and four each above and below, making twenty-eight divisions” (0287b04). He also says of the pure divine eye, 「非是修生,此是報得,能過於人故」—“It is not produced through cultivation; it is obtained as retribution and therefore can surpass the human eye” (0287b06). The calculation and the distinction between cultivation and retributive acquisition both belong to Huizhao’s judgment.
Exhortation to Propagate, Reverent Support, and Person and Dharma Accompanying One Another
Huizhao divides exhorting people to propagate the sūtra into seeing worldly calamity, countering it through propagation, and causing the human king to protect the realm and show reverence. Countering calamity through propagation is further divided into four: 「一指能除法、二「若有」下勸人流行、三「時彼法師」下正弘此經、四「由經力故」下除難安樂。」—“First, indicating the Dharma able to remove calamity; second, from ‘if there is,’ exhorting a person to circulate it; third, from ‘then that Dharma teacher,’ directly propagating this sūtra; fourth, from ‘through the sūtra’s power,’ removing calamity and bringing happiness” (T39n1788 0287b17). This is the commentator’s division of the four kings’ reverence for the sūtra, awakening of the Dharma teacher, the teacher’s circulation of the sūtra, and the sūtra’s removal of calamity.
Concerning the Dharma teacher and sūtra reaching the realm, Huizhao says, 「人能弘道,人至法隨。 —“A person can propagate the Way; when the person arrives, the Dharma follows. It is not that the Way propagates the person; without the person the Dharma disappears. Since the Dharma is propagated and brings benefit, the person who upholds it should be revered” (T39n1788 0287b23). Person and Dharma accompanying one another is his incisive explanation of the difficulty, not speech placed in the mouths of the four kings.
Huizhao divides the exhortation that the king show reverence into three: going to hear and removing calamity, providing support and obtaining happiness, and reverence that brings others’ attachment. The first is further divided into five acts: revering the Dharma and going to hear, rejoicing after hearing, making offerings and protecting, expounding the Dharma to benefit people, and the four kings’ removal of calamity (0287b29–0287c03). The material-support passage is divided into the fourfold community that upholds the sūtra, the human king’s support, and the happiness of king and ministers (0287c08). The final passage is divided into the persons revered, the king’s required reverence and praise, the four kings causing him to receive reverence, and the honoring king’s obtaining others’ attachment (0287c13). 「他附」—“the attachment of others” (T39n1788 0287c14) is only an outline term in the commentary; the sūtra ends by saying that all other kings praise him together.
IV. Explanations of Various Masters
Huizhao: Four Divisions in Yijing’s Recension
Huizhao comments on Yijing’s independent Chapter Eleven through four major divisions: praise of the sūtra’s supremacy, description of the kings’ own practice, exhortation that people propagate the sūtra, and the assembly’s practice according to the teaching. He also explains the title through observer and observed and distinguishes this chapter’s exhortation and vow of protection from the Buddha’s praise and enlargement of the vow in the next chapter. His line-by-line interpretation is recorded in the preceding section.
Zhiyi’s Words and Phrases: The First Address to the Buddha in Six Exchanges
The fascicle containing this chapter bears the attributions 「隋天台智者大師說」—“spoken by the Great Tiantai Master Zhizhe of the Sui” (T39n1785 0073b04) and 「門人灌頂錄」—“recorded by his disciple Guanding” (0073b05); its chapter heading is 「釋四天王品」—“Explanation of the Four Heavenly Kings Chapter” (0073b06). Zhiyi first explains the kings: Dhṛtarāṣṭra dwells in the eastern region described as golden (黃金埵) and leads gandharvas and the class designated by the transmitted Han sound-form 富單那; Virūḍhaka dwells in the southern region described as lapis lazuli (瑠璃埵) and leads kumbhāṇḍas and the class designated by 薜荔多; the king named Mixed Speech dwells in the western region described as silver (白銀埵) and leads the classes designated by 毘舍闍 and poisonous dragons; Vaiśravaṇa dwells in the northern region described as crystal (水精埵) and leads yakṣas and rākṣasas (0073b07). He further explains the chapter title through the four kings’ joy on hearing the sūtra, their five hundred retinues each, and their vows to protect it (0073b13). Directions, transmitted region-designations, translated names, five hundred retinues, and assignments of beings all belong to Zhiyi’s explanation according to the Dharmakṣema recension and do not revise Yijing’s order of names. Less transparent transmitted Han forms remain unreconstructed.
Zhiyi places the thirteen chapters beginning here within dissemination, and distributes the heavenly kings’ vows among five forms of protection: the four kings use heavenly power to protect those who request; Great Eloquence enriches those who teach with eloquence; the Goddess of Merit enriches those who request and teach with resources; the earth deity nourishes the place of request and teaching with the earth’s flavors; and Sanzhi uses martial power to crush external enemies and internal hardships, bringing security to those who request, teach, and listen (0073b24–0073c11). This is the framework for the entire sequence; the passage corresponding to the present chapter must still be delimited within the first of six exchanges.
Zhiyi comments on a single undivided Four Heavenly Kings chapter and first judges, 「〈四天王品〉者,有六番問答,即為六段:第一白佛述有護國之能、第二白佛述其護國之事、第三白佛示其軌模、第四白佛要其法利、第五白佛雙述興衰、第六白佛說偈頌德。」—“The Four Heavenly Kings chapter has six exchanges of question and answer, which form six sections: in the first address to the Buddha they describe their capacity to protect the realm; in the second, the acts of that protection; in the third, its ritual pattern; in the fourth, they require the Dharma’s benefit; in the fifth, they describe both flourishing and decline; in the sixth, they speak verses praising virtue” (T39n1785 0073c12). The passage corresponding to Yijing’s Chapter Eleven lies in the kings’ address within the first exchange. Zhiyi divides that exchange with 「初番為二:一白佛、二佛述成」—“The first exchange has two parts: first, the address to the Buddha; second, the Buddha’s confirmation” (0073c16).
The kings’ address is further divided into the compiler’s narration and the direct address; the direct address is then divided into praise of the sūtra and a description of their capacity to protect. Praise of the sūtra is arranged as substance, theme, and function: 「從「是金光明」下歎經體、從「莊嚴菩薩」下歎經宗、從「此經能照」下歎經用。」—“From ‘this Golden Light’ the substance of the sūtra is praised; from ‘adorns bodhisattvas’ its theme is praised; from ‘this sūtra can illuminate’ its function is praised” (T39n1785 0073c20). Zhiyi explains the substance as the principle of dharma-nature and as the king of sūtras expressed in words; he explains the theme as practice based upon that substance, perfecting the two adornments and accomplishing the ultimate fruit (0073c22–c24). His explanation of function preserves two further groupings: worldly gods, pure gods, and gods in name make offerings through the three activities, with reverence belonging to body, joy to mind, and praise to speech; and all from the hells through bodhisattvas possess burning distress so long as ignorance is not exhausted, while this sūtra can remove it as the moon brings coolness (0073c25–c28).
The description of their capacity to protect the realm is divided into protection through Dharma internally and protection through exhortation externally (0073c28). Protection through Dharma has four sections: the reason for protection, protecting through Dharma, the heavenly hosts’ protection, and protection through divine vision. The four benefits of hearing are bodily benefit as light, the benefit of strength as courage, benefit to mind as advance, and benefit in virtue as majesty; Zhiyi additionally judges a twofold benefit to dharma-body and wisdom-life and explains why a realm in which the sūtra is propagated receives the Dharma’s moisture and therefore deserves protection (0074a01–a06). He then adds a contemplation-of-mind reading: four truths wisdom protects the four truths as objects, and guides the associated mental factors, which is cultivating and teaching right Dharma; the mind-king commands its mental factors and subdues the afflictive agents of views and thought, reflecting the four kings leading their retinues to check spirits. Divine vision is explained as retributively obtained, penetrating vision that leaves nothing dark unillumined and prevents danger before it develops (0074a07–a15). These contemplative, heavenly-host, and divine-eye meanings remain attributed to Zhiyi and are not lowered into direct scriptural speech.
Protection through exhortation is divided into three groupings of internal and external causes and conditions. In the first, when warfare, famine, epidemic, and other calamities are seen, the kings may exhort a Dharma teacher to go through majestic power, by visibly appearing, or through a dream; all three approaches are preserved. The Dharma teacher extensively proclaims the scripture, compared to the sun rising as mist and fog naturally disperse; this is classified as the external condition (0074a16–a21). The second grouping takes the human king’s concentrated hearing and reception as the internal cause: without wisdom calamity enters through darkness, while with luminous discernment anomalies do not arise. The king diligently hears and the gods diligently protect; when one person has cause to rejoice, all directions receive the benefit. If a person externally propagates the Dharma but the king inwardly lacks earnestness, inner and outer do not unite and calamity cannot be warded off (0074a21–a26).
The third grouping first uses the simile that when fields are not diligently tended, the granary and kitchen have little grain, thereby exhorting the king to support the fourfold community. When the fourfold community is secure, merit enriches the king; this is judged the union of internal and external causes and conditions, bringing abundant harvests (0074a26–a29). Zhiyi then assigns reverence to bodily action, honor to mental action, and praise to verbal action. When the king lowers himself to honor sūtra-holders, heavenly power causes neighboring realms to praise and admire him, and the people of his own realm are transformed and turn toward him (0074b01–b09). Zhiyi next begins a separate section with 「次佛述成」—“Next, the Buddha confirms and establishes” (0074b09), precisely corresponding to the start of the Buddha’s praise in the old recension and to Yijing’s Chapter Twelve; he does not divide the single old chapter into two.
Jizang’s Commentary: The Sūtra’s Efficacy and the Four Kings’ Vow to Propagate
The work bears the attribution 「沙門吉藏撰」—“composed by the śramaṇa Jizang” (T39n1787 0160a27). Jizang explains the eastern king called by the transmitted Han sound-form 提頭賴吒 as Dhṛtarāṣṭra, leading gods, gandharvas, and the class designated by 毘舍闍; the southern king designated by 毘留勒 as Virūḍhaka, leading gods, kumbhāṇḍas, and the class designated by 避脇多; the western king designated by 毘留博叉 as Mixed Speech, leading gods, dragons, and the class designated by 富單那; and the northern king designated by 毘沙門 as Vaiśravaṇa, leading gods, yakṣas, and rākṣasas. He uses these assignments to explain the chapter title (0166a20). Translated names, transmitted Han sound-forms, and assigned retinues are recorded according to his commentary and are not regularized against Yijing’s text; no modern Sanskrit restoration is asserted for the less transparent forms.
Jizang begins with twelve chapters explaining 「明經力用」—“the sūtra’s efficacious power,” and says that among the first five, the first chapter explains the four kings’ vow to propagate, while the following four explain how the eight classes benefit persons who propagate the teaching (T39n1787 0166a12–a18). He divides the entire old chapter into three: the four kings’ vow to propagate and the Buddha’s confirmation; the four kings’ praise of the Buddha and the Tathāgata’s praise of the sūtra; and, after the verses, the four kings’ joyful offerings and vows (0166a26–0166b03). The passage corresponding to the present chapter belongs to the kings’ vow in the first major division.
The kings’ vow is further divided into the person able to propagate, praise of the Dharma propagated, and the Dharma’s propagation through a person (0166b03). Praise of the Dharma is divided into the sūtra’s weighty virtue and its many capacities; Jizang explains that because it has many capacities its virtue is weighty, and because its virtue is weighty it has many capacities, the two establishing each other. Under weighty virtue he further lists the buddhas’ cherishing and reverence, the gods’ ritual respect, and the four kings’ praise of the Buddha, respectively revealing the nature-cause of virtue, the path that produces cultivated virtue, and the fruit that completes cultivated virtue (0166b05–b09). Jizang explains gold, light, and brilliance with 「法身性因如金、波若性因如光、解脫因如明,譬三身佛性亦得也」—“The nature-cause of dharma-body is like gold, the nature-cause of prajñā like light, and the nature-cause of liberation like brilliance; these can also serve as similes for the buddha-nature of the three bodies” (0166b10). He further explains the buddhas’ guarding and recollecting through the Dharma as the Buddha’s teacher, the gods’ reverence through the Dharma’s production of bodhisattva practice, and the heavenly kings’ joyful verbal praise through the Dharma’s completion of the four qualities (0166b11–b18). These are all Jizang’s judgments.
The sūtra’s many capacities are divided into producing wisdom, giving happiness, and extinguishing suffering. Extinguishing suffering is first explained separately and then summarized generally, listing seven sufferings: the three destinies, fears, hostile invaders, famine, illness, baleful stars, and distress (0166b18). Propagation of the Dharma through a person is divided into the four kings’ benefit from hearing and their vow to propagate; courage and sharpness of mind are understood as wisdom, and the benefit obtained as the reason for making the vow (0166b22). The vow to propagate is then arranged in five exchanges: the first is the four kings’ own vow to protect followed by the Buddha’s confirmation, while the other four exhort others to propagate and are followed by the Tathāgata’s confirmation. Within the first, Jizang again divides the kings’ vow of protection from the Tathāgata’s response (0166b26).
The four kings’ own vow of protection is first divided into their statement of qualities for propagation and protection and their direct making of the vow. Jizang explains their supramundane qualities through the ability to teach the twelvefold scriptures and cultivate the six perfections, and their worldly qualities through governing the world by Dharma and checking evil spirits. The direct vow is divided into the vow to protect the realm and the vow to protect persons (0166b29–0166c04). The immediately following 「就第二佛述中有二」—“Within the second part, the Buddha’s confirmation, there are two” (0166c05), has already turned to the Buddha’s reply and corresponds to Yijing’s next chapter; Jizang too continues to comment on a single undivided Four Heavenly Kings chapter.
Zhiyi’s Profound Meaning and Zhili’s Record of Gleaned Notes: Collateral Evidence from the Profound-Meaning Layer
Zhiyi’s Profound Meaning records generally, 「〈四王品〉六番問答,問問之中重說其名,答答之內重明其事」—“The Four Kings chapter has six exchanges of question and answer; in each question their names are stated again, and within each answer their acts are explained again” (T39n1783 0006a17). The same passage also records incense smoke becoming a canopy of incense when a censer is raised in the hand, and golden light pervading the buddha-lands of the ten directions. Elsewhere he judges the sūtra’s efficacy as a whole with 「護經使宣通還是生善,攘災令去還是滅惡」—“Protecting the sūtra so that it is proclaimed and circulated is still the production of good; warding off calamity so that it departs is still the extinguishing of evil” (0011c13). Zhili records that the gods 「常以神力護說聽者,并其國王及以土境」—“constantly use their supernormal power to protect those who teach and listen, together with the king and territory” (T39n1784 0014b17). He transcribes the old sūtra’s line 「是經能令地獄、畜生、餓鬼諸河焦乾枯竭」—“this sūtra can cause all the rivers of the hells, animals, and hungry ghosts to become scorched dry and exhausted” (0014b28), and also records the six exchanges and the later scriptural event in which a king’s offering produces a canopy of incense and golden light illuminating the ten directions, taking it as the sūtra’s majestic power (0027a16). Both works belong to the profound-meaning layer and are not presented as line-by-line commentaries on Yijing’s Chapter Eleven.
Zhili also composed the T39n1786 Record on the Words and Phrases of the Sūtra of Golden Light, a line-by-line record of Zhiyi’s Words and Phrases. Its treatment of the old Four Heavenly Kings chapter begins with 「釋〈四天王品〉題,二:初、因緣釋」—“Explanation of the title The Four Heavenly Kings, in two parts: first, explanation through causes and conditions” 〔T39n1786 0138a13〕, and the passage corresponding to the present chapter lies within it. The line-by-line layer of the Record on the Words and Phrases and the profound-meaning layer of the Record of Gleaned Notes are separate works.
The three principal masters place the passage differently: Huizhao divides it into praise of the sūtra, practice, exhortation to propagate, and the assembly; Zhiyi places it within the first of six exchanges, dividing praise of the sūtra into substance, theme, and function and distinguishing Dharma-protection from exhortative protection; Jizang approaches it through the sūtra’s efficacy and distinguishes the person able to propagate, the Dharma propagated, and the Dharma’s propagation through a person. Their base recensions, chapter divisions, and outlines differ. This edition sets them side by side under attribution, without fusing or ranking them.
V. Terminology
Observing gods and humans. The sūtra presents as the concrete action the four kings’ vow to 「觀察擁護此贍部洲」—“observe and protect this continent of Jambudvīpa” (T16n0665 0427a19). Huizhao then distinguishes observing as illumination by wisdom and examining as discerning inspection, taking the four kings as observers and gods and humans as what is observed. Lexical meaning and commentary remain on separate levels.
Protectors of the world. The four kings observe and protect Jambudvīpa through their pure divine eyes and yakṣa retinues, after which the sūtra immediately says, 「以此因緣,我等諸王,名護世者」—“For this reason, we heavenly kings are called protectors of the world” (T16n0665 0427a19). Huizhao further explains the name through propagation of right Dharma to transform sentient beings and through name and practice not being empty; this latter level is ancient commentary.
Security, benefit, happiness, and enrichment. Yijing’s present text uses the graph 隱 in “security.” Huizhao’s citation uses 穩 and explains security as the general term, benefit and happiness as giving happiness, and enrichment as bringing suffering to rest. The three functions stand together in the scriptural sentence and are then distinguished as general and particular by the commentator; Yijing’s graph is not changed to the one in Huizhao’s citation.
Twenty-eight divisions. The sūtra lists only 「二十八部藥叉大將」—“yakṣa generals of the twenty-eight divisions” (T16n0665 0427a17). On the authority of the Peacock King Sūtra, Huizhao explains the number as four in each cardinal direction, one in each intercardinal direction, and four each above and below. This calculation explains twenty-eight without adding names of divisions not listed in the sūtra.
Awakening the Dharma teacher. The four kings say that they will go together to awaken and invite the bhikṣu Dharma teacher who upholds the sūtra, and then that the teacher will go to the realm through the awakening power of their supernormal abilities. The sūtra does not say whether this awakening occurs through a dream, visible appearance, or any other means. It is therefore rendered only as making the teacher aware and inviting the teacher; Zhiyi’s three methods—majestic power, visible appearance, and dream—remain explicitly attributed to him.
Bhikṣu, bhikṣuṇī, upāsaka, and upāsikā. Yijing’s chapter lists the fourfold community through its own set of transmitted Han forms; the Dharmakṣema and Combined recensions use their respective earlier Han forms. Each set remains with its own recension and is not substituted into Yijing’s text. The English uses the established Buddhist forms only as pronunciation aids for the anciently attested categories, not as a reconstruction that alters the Han witnesses.
When the person arrives, the Dharma follows. The sūtra says that when a bhikṣu Dharma teacher who upholds the sūtra reaches the realm, one should know that the sūtra has reached it too. Huizhao gathers this in 「人能弘道,人至法隨」—“A person can propagate the Way; when the person arrives, the Dharma follows” (T39n1788 0287b23). This does not identify a person with the sūtra; it is his explanation of how the sūtra-holder enables the Dharma to circulate.
VI. Similes · Rhetoric
The ambrosial flavor of Dharma. The four kings ask the Buddha to teach extensively and say that when they and their retinues hear 「甘露無上法味」—“the unsurpassed flavor of Dharma, like ambrosia” (T16n0665 0427a11), their strength becomes full and their majestic radiance increases. Ambrosia here is an image for the flavor of Dharma; the scripture then lists the benefits one by one without turning the image into a material substance.
Illuminating the heavenly palaces. The sūtra’s power first illuminates the palaces of the gods and gives happiness, then brings suffering to rest, removes fear, repels enemies, brings abundant harvests, cures illness, and eliminates calamity. Illumination is not an isolated image but the beginning of an extended catalogue of the sūtra’s efficacy.
Repeated catalogues. 「一切」—“all” (T16n0665 0426c29–0427a07) repeatedly links the buddhas, bodhisattvas, gods and dragons, heavenly assemblies, protectors of the world, śrāvakas, and pratyekabuddhas. The chapter then individually lists sufferings, classes of beings, the fourfold community that upholds the sūtra, and the acts required of a human king. The rhetoric uses an unreduced catalogue to reveal the breadth of those who recollect, protect, and receive offerings.
The person arrives; the sūtra arrives. 「有持是經苾芻法師至彼國時,當知此經亦至其國」—“When a bhikṣu Dharma teacher who upholds this sūtra reaches that realm, one should know that this sūtra has reached that realm too” (T16n0665 0427a28) grounds the Dharma’s circulation in the movement of the person who upholds it. Huizhao explains it through person and Dharma accompanying one another; Zhiyi and Jizang separately interpret it through internal and external causes and conditions and the Dharma’s propagation through a person.
The verbal chain of observation and protection. The chapter moves from rising, bowing, praising the sūtra, and requesting its teaching to cultivating Dharma, teaching Dharma, transforming the world, checking evil, and observing, then to awakening the Dharma teacher, exhorting circulation, and urging the king to hear, provide support, and protect. Protection of the world is not stated only through an abstract noun; it unfolds through this chain of actions.
VII. Cross-Reading · Carrying Forward
Carrying forward Fulfilling Vows through Emptiness. At the end of the preceding chapter, Brahmā, Śakra, the four kings, and the yakṣas together vow to protect the sūtra and its teachers. After the Buddha praises them, the chapter closes with 「時梵王等聞佛語已,歡喜頂受。」—“At that time, Brahmā and the others, having heard the Buddha’s words, joyfully received them with reverence” (T16n0665 0426c23). The present chapter then separately records the four kings rising and addressing the Buddha, moving from the gods’ shared protection of dissemination to the four kings’ own account of observation, world-protection, and exhortation to propagate. This records only the transition in the adjacent scriptural sequence and does not repeat the preceding chapter’s content inside this one.
The internal sequence of the four kings’ declaration. The kings first praise the sūtra’s power, then describe their own cultivation and teaching of right Dharma and their observation of Jambudvīpa, and finally arrange propagation and protection in relation to national calamity, the Dharma teacher, the human king, and the fourfold community. Benefits obtained through hearing, the qualities that make protection possible, and exhortation that people propagate the sūtra follow one another within a single address; the scripture does not separate protecting the realm and propagating the Dharma into unrelated tasks.
Carrying forward into The Four Heavenly Kings Protect the Realm. This chapter ends with the assembly’s joyful reception and upholding; only in the next chapter does the Buddha begin his praise after hearing of the four kings’ reverence, offerings, and protection of sūtra-holders. Dharmakṣema and the Combined Edition continue directly into the Buddha’s praise within one chapter, while Yijing changes fascicle and chapter at this point. All three preserve the shared sequence from the kings’ address to the Buddha’s reply, while each recension retains its own chapter division.
Cien, Tiantai, and Sanlun as lines of transmission. Huizhao comments line by line on Yijing’s divided recension; Zhiyi and Jizang comment line by line on Dharmakṣema’s undivided chapter; Zhili records Zhiyi’s line-by-line and profound-meaning layers in separate works. These three lines of ancient commentary allow the same scriptural events to be viewed across different recensions and outlines. What this reception history preserves is how the passage was divided into chapters, organized doctrinally, named, and enacted through propagation and protection—not a composite position invented by merging the masters.
Through this carrying forward, the chapter gathers the preceding chapter’s protection by the gods into the four kings’ own description of observation and exhortation to propagate, then hands the kings’ declaration to the Buddha’s reply in the next chapter. Sūtra, Dharma teacher, human king, fourfold community, and people are connected here. The coexistence of three recensional divisions and three principal exegetical outlines allows the path of propagation and protection to be followed both through the sūtra and through the ancient commentaries.

The colophon to fascicle six is at 0427b18 and the title of the next chapter at 0427b19.
- The fascicle of Dharmakṣema’s T16n0663 bears the attribution 「北涼三藏法師曇無讖譯」—“translated by the Northern Liang Tripiṭaka Dharma master Dharmakṣema” (0340c15). The title The Four Heavenly Kings, Chapter Six, is at 0340c16 and the full chapter body at 0340c17–0344c19. Within it, 0340c17–0341a26 corresponds to the present chapter; the Buddha’s praise begins at 0341a27 and corresponds to Yijing’s Chapter Twelve.
- Baogui’s Combined Edition T16n0664 titles the chapter The Four Heavenly Kings, Chapter Ten, at 0382a08 and gives its full body at 0382a09–0385c29. Within it, 0382a09–0382b16 corresponds to the present chapter and the Buddha’s praise begins at 0382b17. The fascicle bears the attribution 「隋大興善寺沙門釋寶貴合北涼天竺三藏曇無讖譯」—“combined by the Sui śramaṇa Shi Baogui of Daxingshan Monastery from the translation of the Northern Liang Indian Tripiṭaka Dharmakṣema” (0382a06).
- The opening passages of the Dharmakṣema and Combined recensions contain eleven enumerable non-punctuation character differences, listed individually in Section II. Huizhao’s cited sūtra and the present text contain a further ten sets of original-character differences. Each witness retains its own wording; one is not regularized from another.
- Huizhao’s T39n1788 gives the title of its principal commentary on this chapter at 0286b14, the commentary body at 0286b15–0287c17, and the title of the next chapter at 0287c21. The fascicle bears the attribution 「翻經沙門慧沼撰」—“composed by the sūtra-translating śramaṇa Huizhao” (0286b13, the fifth occurrence in this fascicle). Its three approaches, three questions with answers, four major divisions, and line-by-line subdivisions are recorded in Sections I and III.
- Zhiyi’s T39n1785 bears the attributions 「隋天台智者大師說」—“spoken by the Great Tiantai Master Zhizhe of the Sui” (0073b04) and 「門人灌頂錄」—“recorded by his disciple Guanding” (0073b05), with the heading 「釋四天王品」—“Explanation of the Four Heavenly Kings Chapter” (0073b06). The commentary passage corresponding to this chapter is 0073c16–0074b09; at 0074b09, 「次佛述成」—“Next, the Buddha confirms and establishes,” it turns to the passage corresponding to Yijing’s Chapter Twelve. The full chapter commentary runs through 0076a25, and the next chapter begins at 0076a26.
- Jizang’s T39n1787 bears the attribution 「沙門吉藏撰」—“composed by the śramaṇa Jizang” (0160a27). Its principal commentary on The Four Heavenly Kings begins at 0166a12; the passage corresponding to this chapter is 0166b03–0166c05. At 0166c05 it turns to the Buddha’s reply, which it divides into two. The full chapter commentary runs through 0168a02, and the next chapter begins at 0168a03. Zhiyi’s Profound Meaning and Zhili’s Record of Gleaned Notes are used only as collateral evidence from the profound-meaning layer.
- The entire chapter body is prose and contains no verse. The passage appears in all three recensions but with different chapter divisions. The twelve alignment nodes, eleven T663/T664 original-character differences, ten differences between Huizhao’s cited sūtra and the present text, paired answers within Huizhao’s commentary, and the three masters’ line-by-line outlines are all preserved on their proper levels in this apparatus.
Yijing makes the four kings’ declaration an independent Chapter Eleven, while Dharmakṣema and the Combined Edition continue into the Buddha’s reply within a single Four Heavenly Kings chapter. The task of the apparatus is neither to supply a reason for division or combination nor to melt the masters’ outlines into a single line. It preserves chapter boundaries, original characters, line-by-line commentary, and alternate explanations together. Only in this way can the full movement from the four kings’ praise of the sūtra to protection, and from the Dharma teacher reaching the realm to the sūtra reaching it too, remain verifiable across the three recensions and the ancient commentaries.
